The Treasury shift is about OFAC sanctions guidance, not a blanket endorsement. Hougan's bullishness? He's a professional fund manager. His job is to talk up assets.

The whole point of Bitcoin is self-sovereignty. If institutions hold through ETFs, they control the keys.
